2022-2023 School Budget Information
On Monday, April 11, 2022, the Greenwich Central School District Board of Education will adopt the proposed 2022-2023 budget of $23,309,400. This plan represents an increase of 3.18% from the approved budget in 2021-2022 of $22,590,319.
Revenue to offset the additional expense budget will come from state aid and property taxes. The state is projected to provide a 3% increase in foundation aid, building aid will increase by approximately $320K to help offset debt service. The maximum allowable tax levy is calculated at 5.86%. The District is proposing a 2.25% increase or 3.6% under the maximum. In doing so, we carefully considered the ability of NYS to fund schools in the future, one-time expenses, managing and maximizing grants in the federal funding, and our strategic fund balance plan.

Equipment Proposition - spend up to $195,500 to purchase one (1) 71-passenger school buses w/wheel chair and two (2) minivans;

Library Proposition – to increase the appropriation to support the Greenwich Free Library from $103,541 to $106,044 and the appropriation to support the Easton Library from $44,123 to $45,190 annually?
Board of Education Election:
To elect one five-year term commencing July 1, 2022 and expiring June 30, 2027, to succeed Laura Lemoine whose term expires on June 30, 2022.
To elect one two–year term commencing May 18, 2022 and expiring June 30, 2024, to succeed Stacy Perkins who vacated her position on October 14, 2021.
To elect a one –year term commencing May 18, 2022 and expiring June 30, 2023, to succeed James Nolan who vacated his position on December 22, 2021.

Board President’s Remarks
There is a saying that all endings are tied to new beginnings.
As a school community, some endings we await with eager anticipation. Covid and all that has come with it quickly comes to mind. Other endings, such as graduations and retirements, are bittersweet. Yet, through it all, we must go on and move on—respecting and building upon our foundation of excellence with the goal to be even better.
This year’s Greenwich Central School District budget supports this goal. It maintains the high-quality programs our students, parents, and community have come to expect and deserve. It tackles with focus the educational and emotional needs our students have due to confronting the unprecedented challenges of Covid. Most important, it is responsible and forward looking. It ensures our students will receive a rich, diverse educational experience that will prepare them for success in life regardless of the post-graduation new beginnings they choose.
At GCS, our programs and facilities are among the best in the Capital Region. Our students are among the highest performing—in the classroom, on the stage, and across the fields of play. Our teachers are dedicated, skilled professionals. And our administrators are visionary leaders.
The result: Greenwich is a top-rated school locally, regionally, and nationally, and we have become a school of choice. At a time when small, rural communities are struggling with outmigration and declining student enrollment, being able to retain and attract more students to Greenwich is critical to sustaining all we value. We do this, and we do it well. Our NYSED-approved Ag and Business CTE programs are great examples.
On behalf of the Greenwich Board of Education, thank you. Through the annual cycle of endings and new beginnings that is the school year, the Greenwich community continually gives us the support we need to always get better and aim higher. Our students are the beneficiaries, and they reward us year-after-year with all they accomplish—as proud Witches and then beyond.

2022-2023 Tax Cap & Levy Information
The "Tax Cap" in New York State
New York places restrictions on how school districts (and municipalities) may increase their tax levies. It requires at least 60 percent voter approval for a school budget if the proposed tax levy increase exceeds a threshold, known as the tax levy limit, which is unique to each district and calculated using a state formula. The 2022-2023 tax levy is below the "Cap" of 5.86% down to 2.25%.
